A hand-held anemometer is a device used to measure wind speed. It can be used to measure the wind speed either in still air or in moving air.

Vane Anemometers:

As the wind passes through the blades, it creates pressure fluctuations that are proportional to its velocity. The ratio of these pressures is used to calculate the wind speed using Ohm's law (VxI=P).
